It houses various university services, playing a key role in supporting student life and university operations such as Pusat Transformasi Komuniti Universiti (UCTC). This centre is located on the first floor and focuses on community transformation initiatives. It facilitates partnerships with schools and communities through programs like Sekolah Bitara, enhancing educational achievements and conducting collaborative research. The centre also oversees Edu-Forest UPSI and other community-centric projects in Perak. Also on the first floor, Pusat Ulul Albab integrates Quranic and encyclopaedic knowledge with modern learning. It conducts events such as international conferences and public lectures and supports community engagement through its programs. Ia menempatkan pelbagai perkhidmatan universiti, memainkan peranan penting dalam menyokong kehidupan pelajar dan operasi universiti seperti Pusat Transformasi Komuniti Universiti (UCTC). Pusat ini terletak di tingkat satu dan memberi tumpuan kepada inisiatif transformasi komuniti. Ia memudahkan perkongsian dengan sekolah dan komuniti melalui program seperti Sekolah Bitara, meningkatkan pencapaian pendidikan dan menjalankan penyelidikan kolaboratif. Pusat ini juga menyelia Edu-Forest UPSI dan projek-projek berteraskan komuniti lain di Perak. Juga di tingkat satu, Pusat Ulul Albab mengintegrasikan ilmu al-Quran dan ensiklopedia dengan pembelajaran moden. Ia mengendalikan acara seperti persidangan antarabangsa dan syarahan awam serta menyokong penglibatan masyarakat melalui programnya.
